SESP data centralization is being implemented with the goal to centralize all SESP data at the provincial level to identify duplicate clients, reduce costs and facilitate data ownership. Data from the centralized server can be used for the Shared Health Records (SHR), for reporting, and as inputs into the Master Patient Index (MPI), among others.
The Master ClientIndex (MCI) is a core module needed for health information exchange. Also referred to as a patient master index, patient registry or client registry, the MPI consolidates client/patient demographics across separate systems and helps with patient identification and deduplication. To this end, the MPI aims to accurately match and link records by uniquely identifying individuals. This is done by storing all relevant demographic information (such as name, date of birth, gender, etc.) for each client from all systems sharing data to the MPI. Each individual is assigned a unique identifier that is connected to all of their demographic information.
The MPI benefits include: 1) providing a single location that contains all client identifiers; 2) a mechanism for searching clients from the various existing systems to avoid client record duplication; and 3) support for the de-duplication of existing duplicate client records.
The MPI efforts in Mozambique are a core step towards comprehensive health information exchange. The MPI integration efforts are aimed at implementing a standards-based approach to synchronize client records from primary systems (e.g. the central SESP instance) to a client registry, and to leverage features within the registry for client matching and searching.
Reducing client duplications during client registration and improving the follow-up of silent transfer clients is one of the goals of centralization. Health facilities are required to have access to the MPI for Remote Client Search. An SESP module was created that will provide the Remote Client Search functionality in the MPI. If the client is found in the MPI, the module should also have the functionality to pull the client's complete demographic information from the centralized SESP database at the provincial level to the local SESP server.
Avoid client duplication by allowing data entry clerks at remote sites to search the MPI for existing clients records at the provincial level and importing corresponding records from both the MPI and the central SESP instance.
This document outlines all the requirement definitions that need to be followed to develop a RCS module in SESP that allows users to search the MPI and import data from the centralized SESP database.
